To establish a state government efficiency task force of between 15 and 20 members appointed by the governor to survey, examine, and evaluate the budget and spending of each state agency to minimize overspending and duplication, and improve efficiency and economy. The task force would submit a comprehensive annual report to the governor summarizing budget and spending activity of each agency, and would work with agencies to establish evaluation criteria.
