To require county inspections of septic systems before a property can be transferred; require as a condition of selling passive septic systems that the manufacturer provide a five-year warranty and give the state evidence that they have the financial ability to back it up; and require the Department of Environmental Quality to promulgate regulations for privates septic systems which vary depending on the soil conditions of different areas.
