To require “host community agreements” for solid waste landfills, and limit the role of county solid waste management plans. A local government could not make the intrastate flow of waste or technical specifications of landfill design part of the host agreement; these issues would be left to state regulation. In cases of failure by local government and a landfill operator to negotiate an agreement the bill calls for binding arbitration.
