To require the Department of Transportation to establish two pilots programs, within 50 miles of Detroit and Grand Rapids, to record data on vehicle use, and reimburse families who agree to not use their second car for a period of 10 weeks. Participants would be given $75 dollars a week for each week their second car remains parked, and would be required to provide the department with a travel diary detailing what other forms of transportation they used to get around, and what impact using just one car had on their activities.
