To authorize a single business tax deduction for the reinvestment of money paid to Oldsmobile dealers as a result of the phase out of the Oldsmobile brand. This relates to a payment made by General Motors to Oldsmobile dealers to assist them in the transition to selling new brands when Oldsmobiles are no longer mad.
