To require a health care professional to report to the Department of Community Health if they have reasonable cause to suspect that an infant is affected by fetal alcohol syndrome or drug addiction, and require the department to perform a home visit within 14 days of receipt of such a report, and if there is reasonable cause to suspect child abuse or neglect, to report it to the Family Independence Agency. The bill also requires the Department of Community Health to provide for preventive counseling and support services for neonatal addiction and fetal alcohol syndrome.
