To prohibit the state from transferring a government employee to a different location unless a study has been performed showing that parking is available at the new location, and that the cost would be no more than the amount the employee paid at the previous location. The bill also prohibits the state from transferring an employee's parking location at the same job site if he or she would have to pay more. Finally, the bill prohibits the state from raising the cost of any employee parking at a rate greater than inflation.
