To repeal the adult education act, due to a transfer of functions previously authorized under the act to the new Department of Career Development, which was created by executive order No. 12 in 1999. The bill is part of a legislative package comprised of Senate Bills 1279 to 1299, which consolidate various government job training programs within the department. See also House Bills 5901 to 5923.
