To loosen the definition of a "qualified high-technology business" for purposes of making a grant from the Michigan Economic Growth Authority (MEGA), by removing a requirement that at least 25% of the firm’s total operating expenses must be used for research and development in the tax year in which a grant application is filed, as determined using generally accepted accounting principles.
