To prohibit any update or revision of state special education regulations which eliminates or reduces the numbers of existing special education disability categories, eliminates or expands class size requirements, eliminates or expands limits on the maximum age span within a class, eliminates or reduces full funding of special education programs and services, or eliminates or reduces existing standards for special education professional or paraprofessional certifications.
