To increase the license fees and bonding requirements that apply to pawnbrokers, and extend the scope of these and existing licensure requirements to cover certain other dealers in used personal property. The bill would also require pawnbrokers to post descriptions and serial number of items they acquire on the Internet as a means of tracking possibly stolen goods, and return any goods they acquire which are found to be stolen to the rightful owner without cost.
