To require the Department of Transportation to include in total road project costs expenditures to mitigate any adverse impact on the environmental character of the area abutting the road. Expenditures would be required to take into account demographic and travel forecasts; design standards, including the possibility of alternative design standards; providing safe and efficient transportation; site conditions; environmental factors that could restrict use; disruptions to homes and businesses; benefits available from limiting access to new construction; cost effectiveness; mobility; and safety.
