To require the state commission of agriculture to establish a pilot project in up to five townships for a development rights market program. The program would allow for the severance of development rights from land in a "sending zone," and the attachment of rights to land in a "receiving zone." Landowners in the “receiving zone” could purchase the right to increase the intensity of development beyond what would otherwise be authorized under zoning and related laws, by purchasing development rights from property owners in a “sending zone,” who in return would give up development rights on their property.
