To repeal the provisions of 2002 Senate Bill 1166, now Public Act 243 of 2002, which permanently changed the payment date for the six-mill state school property tax to July for all taxpayers, and lowered the six-mill state education property tax rate to five-mills for 2003 only to compensate for the accelerated expense to taxpayers.
