2003 House Bill 4279

To revise certain rate-setting procedures and guidelines along the lines proposed by <a href="http://www.michiganvotes.org/2003-HB-4278">House Bill 4278</a>. The bill also allows the insurer to require that at least 75 percent of a group’s members be included under a policy, or 100 percent of groups with six or less members. It would require Blue Cross/Blue Shield to use a particular formula which conforms to a national industry standard for determining the adequacy of reserves, and prescribes procedures if the reserves do not meet this level, or if they exceed it by certain percentages. The legislation contains other revisions which affect Blue Cross/Blue Shield, and is part of a package comprised of House Bills 4278 to 4282. See also Senate Bills 234 to 238.
