To modify the regulations regarding the drilling of waste disposal wells. This would mandate that the applicant for a well also be the owner of the property, and that the well be in excess of 1000 feet from an area zoned residential. The drilling would be required to begin within one year of the application being granted and a minimum bond of $25,000 would be required.
