To require a Blue Cross Blue Shield policy which covers medical transportation services to directly reimburse any provider of covered medical transportation services (ambulances) if the transportation provider had not received payment from any other source. A Blue Cross Blue Shield policy would not have to include non-emergency transportation costs under a health insurance policy.
