To repeal a statute which authorizes need-based work-study grants for Michigan graduate students in public and private colleges and universities. The bill is part of a legislative package which would consolidate a number of state college scholarship programs into a single new need-based scholarship program. See House Bill 4550. The package is one of a number of program reductions which Gov. Jennifer Granholm has proposed to close a gap between state spending and expected revenue in the Fiscal Year 2003-2004 budget.
