To increase various fines and penalties for tax payment offenses which had been reduced by Senate Bill 1446 in 2002. The higher fines originated during an earlier tax amnesty program, when they had been adopted as an “incentive” to encourage use of the amnesty. This bill is one of many authorizing “revenue enhancements” which Gov. Jennifer Granholm has proposed to close a gap between state spending and expected revenue in the Fiscal Year 2003-2004 budget.
