To authorize annual payments in lieu of property taxes to local governments of $2 per acre on some one-million acres of land owned by the state and under the jurisdiction of the Department of Natural Resources. This bill is one of many authorizing policy revisions which Gov. Jennifer Granholm is proposing to close a gap between state spending and expected revenue in the Fiscal Year 2003-2004 budget.
