To eliminate a state off road vehicle training program and associated fees, and a requirement that minors under age 16 must take the course in order to operate an ORV. Instead, minors operating an ORV would have to do so under the direct visual supervision of an adult (as is also the case under current law even with the training course requirement). This bill is one of several proposed by Gov. Jennifer Granholm authorizing policy revisions to focus state departments on their core missions, as part of her package to close a gap between state spending and expected revenue in the Fiscal Year 2003-2004 budget.
