To prohibit a provider of basic local exchange service from refusing to transfer or from delaying the transfer of a basic local exchange service customer to another provider of the service. The bill would require that customer requests to smaller companies to switch local service would come under the same five-day maximum time allowed for the state’s largest phone company, SBC-Ameritech.
