To require school principal employment contracts to be at least two years and not more than three years, authorize merit pay and incentives for principals, and establish that principals have the power to hire and assign duties to all staff, refuse a particular staff member assigned to a school, work with the school board on school budgets and improvement plans, and establish a merit pay system for teachers with the approval of the school board.
