To allow counties to file suit for damages against a person or organization who incites or promotes a riot. If a preponderance of the evidence shows the defendant was responsible, the bill authorizes a court to award damages based on the amount of property damage and the costs incurred by local governments and law enforcement agencies in quelling the riot. A court could also impose reasonable restrictions on the future activities or investments of the person or organization.
