To require the legislative fiscal agencies to perform a fiscal impact analysis on all bills that are introduced, including the impact of the bill on state and local budgets, the school aid budget, and the state general fund. The bill also requires an analysis of the potential effect of each bill, and a cost-benefit analysis.
