To authorize a “pets are wonderful” specialty license plate, and use revenue from its sale to make grants to licensed animal shelters or nonprofit animal protection organizations, to be used to increase the adoption of homeless dogs, cats, and ferrets; pay for their sterilization; and pay for more enforcement, investigation and prosecution of violations of animal protection laws. The grant recipients would be chosen by a “pets are wonderful” grant review committee composed of representatives of certain interest groups and government agencies specified in the bill.
