To establish a state “home heating credit fund” to provide funding for the state home heating income tax credit for low income persons, and to hold money from the income tax checkoff proposed by House Bill 4904. The legislature would be required to annually appropriate general fund money to the fund in an amount equal to that raised by the checkoff.
