Authorize the Public Service Commission to make annual adjustments of the rates paid by competitive local exchange carriers for access to telephone network elements owned and maintained by incumbent local exchange carriers such as SBC and Verizon. The maximum adjustment would be five-percent or the rate of inflation, whichever is less. These incumbent carriers are required by law to provide competing phone service providers with access to phone network elements at regulated wholesale rates.
