To establish a procedure by which voters in an intermediate school district (ISD), or the boards of the school districts which comprise the ISD, could replace the current board of the ISD with a “reform board.” The reform board would have all the powers of the previous board, and it could also cancel contracts entered into by the previous board, except for a collective bargaining agreement or bond committments. Note: This bill was introduced following complaints and investigations regarding possible corruption and misuse of tax dollars at the Oakland Intermediate School District. This is one of a number of bills which have been introduced to reform ISDs.
