To require the Secretary of State to consult with the clerk of a precinct that was determined to be ineligible for an election recount, to identify corrections necessary to prevent the conditions that caused the ineligibility from recurring. Certain irregularities in voting machine totals and other factors can make it impossible to accurately perform a recount in some cases.
