To allow a young person to qualify for a $2,500 Michigan merit award college scholarship by performing 1,700 hours or more of volunteer service under a community, statewide, or national service program within two years of graduation from high school. Under current law, the scholarships go to students who do well on four of the subjects covered by the state MEAP tests, or who do well on two of these subjects and also on a nationally recognized job skills assessment test.
