To prohibit the establishment of Indian casinos on tribal trust land acquired by a tribe after the changes in federal regulations in 1988 which opened the way for an expansion in the number of Indian casinos. Any new Indian gambling compacts would require approval by a majority of those elected and serving in both houses of the legislature. Recent compacts have been approved by just a majority of those present.
