To amend the law establishing the governance of fourth class cities to reflect the proposal contained in House Joint Resolution P, which would allow all property owners in a jurisdiction, including those who may live and vote in a different jurisdiction, to vote on millage increases, property tax issues or local proposals affecting property taxes.
