To require the Department of Transportation to establish two pilot alternative transportation programs, which would each provide a financial incentive for up to 20 households to give up the use of one vehicle for a specific period of time. Each household would have to agree to give up the use of its extra car, and also keep a daily diary of its travel behavior. In return, they would be paid $25 for the first two weeks, and $75 for the next 10 weeks.
