Require suburban water bill disclosures

To require local governments that purchase any type of utility service for residents and businesses from another community (such as suburbs that acquire water from the Detroit Water and Sewer Department), to include on customers’ bills the cost paid by the local government for the service; the cost to receive and distribute the service; the cost to maintain the distribution system and any associated administration costs; and any markup or profit added to the cost.
