To prohibit a person from accepting compensation for circulating a ballot access, initiative, or referendum petition, subject to a $500 fine and up to 93 days in jail. Note: Most citizen initiatives and referendums in Michigan now use paid petition signature gatherers. A U.S. Supreme Court ruling (Meyer v. Grant, 486 U.S. 414 of 1988) found that a similar Colorado law "involves a limitation on political expression subject to exacting scrutiny" and was therefore a violation of the First Amendment.
