State college tuition cap Constitutional amendment

To place before the voters in a February 24, 2004 special election a Constitutional amendment to prohibit state colleges and universities from raising tuition by more than five-percent annually, or the rate of inflation, whichever is less. This is the same "Proposal A" formula which caps property tax assessment increases by local governments. February 24, 2004 is the date on which a Republican presidential primary election would be held, although if there is just one candidate the primary may be canceled.

Referred to the Committee on Higher Education

Proposing an amendment to the state constitution of 1963, by amending sections 5 and 6 of article VIII and adding section 10 to article VIII, to limit tuition increases at institutions of higher education established by law.
