Great Lakes protection in Constitution

To place before voters in the next general election a Constitutional amendment to establish that management of the water resources of the Great Lakes and the Great Lakes basin is subject to the jurisdiction, rights, and responsibilities of the Great Lakes states and provinces, and to declare the lakes to be of paramount public concern in the interest of the people.
