To clarify procedures for distributing to counties a share of royalties from timber and mineral extraction, and authorize an alternative county distribution formula which reflects recent changes in federal law. These changes have come about because fewer timber sales on federal land have resulted in less timber revenue. A recent change in federal law replaces timber sale revenue which had gone to local governments with federal payments which are not tied to the amount of timber sales.
