To base the state grant to school districts for the 2002-2003 school year on a pupil count of which 90 percent is the number of pupils in the current year, and 10 percent is the number of pupils in the preceding year (90/10). For subsequent school years, the grant would be based on the number of current year pupils only. The current law specifies an 80/20 count.
