To impose new fees on farms which the Department of Agriculture finds to be in noncompliance with the generally accepted agricultural and management practices under the Michigan “Right to Farm” Act. After two follow-up inspections, the farm would be required to pay the full costs of the investigation other costs incurred by the department. This bill is one of many authorizing fee increases totaling some $125.5 million which Gov. Jennifer Granholm is proposing to close a gap between state spending and expected revenue in the Fiscal Year 2003-2004 budget.
