To prohibit Blue Cross Blue Shield (BCBS) from owning health care facilities or networks. The insurer would be required to divest itself of those facilities or networks it now owns. The bill would reduce the number of BCBS board members from 35 to 13, and would set certain conditions on BCBS executive compensation. It would also to increase oversight by the state, update actuarial and accounting standards, and revise rate-setting provisions.
