To allow an individual to designate on his or her annual state income tax return that a contribution of $2 or more of his or her refund be credited to a fund created to promote breast cancer research and community awareness campaigns. This would have the effect of reducing the amount of a person’s tax refund. A person not receiving a refund could use the return to contribute to the fund.
