To prohibit removing from a relative's care to a foster home a child who comes under the jurisdiction of the family division of the circuit court, unless a court finds that the child is at risk of being harmed. In addition, if the relative intended to become the child's foster parent, guardian, or adoptive parent, the court could not remove the child until the placement proceedings were concluded, unless the child is at risk. The bill defines "relative" as a grandparent, brother, sister, stepsister, stepbrother, uncle, or aunt by marriage, blood, or adoption. See also Senate Bill 64.
