To greatly increase the fines and penalties, including felony prison sentences in some cases, for a candidate or the person responsible for filing campaign finance disclosure reports in a campaign, who fails to do so, files late, files incomplete reports, etc. The bill would also provide penalties for county clerks who improperly waive local candidate campaign finance report late filing fees or who fail to make a good faith attempt to collect the fees.
