To impose record keeping and reporting requirements on health care facilities, hospitals, or health agencies that receive state funds. These entities would be required to file annual reports to the state which contain comprehensive financial information, including the salaries and benefits of top administrators, details on any bonding and capital improvement expenditures, cash flow, revenue transfers, etc. The reporting requirement would also include “any unusual or extraordinary direct expenditures for labor relations,” including consultants and attorneys, payments for replacement workers, and security services. The bill is part of a package comprised of Senate Bills 669 to 671. House Bills 5047 to 5049 are the same bills.
