Revise medical malpractice expert witness requirements

To require a court, when determining whether a health care professional who testifies as an expert witness a medical malpractice lawsuit is qualified, to consider whether at the time of the incident that occasioned the lawsuit, and when the testimony was given, the expert was “board certified” in the same area of practice as the defendant.
