To authorize entry by the state into a Midwest pharmaceutical compact to negotiate prices with manufacturers and buy drugs for recipients of Medicaid and other state-funded health care services, and any other category of individuals the compact deems eligible. The multistate compact would include between three and ten states. States would buy drugs for distribution to eligible consumers.
