To establish generally accepted security standards for the possession of anhydrous ammonia by agricultural producers and suppliers, and provide those who follow the standards civil immunity in cases where they may be sued by a person injured by the material, including cases where the injury occurs to someone who is trying to steal it. Anhydrous ammonia can be used to manufacture illegal methamphetamine.
