To authorize a refundable income tax credit equal to the amount spent by a farmer to purchase and install a security system or security measures that comply with the anhydrous ammonia safety and security practices established by the Commission on Agriculture. Anhydrous ammonia can be used to manufacture illegal methamphetamine.
